Short answer
Wet clothing loses insulating value and wet gear can add carried weight. Shelter and dry what matters.

What to do
Get out of rain/water. Prioritize drying high-impact clothing. Use fire safely when needed. Replace poor wet clothing with better dry insulation when practical.
How it works
Wetness affects survival indirectly by reducing warmth and affecting carried weight/stamina. Road to Badlands also changed maximum wetness for specific helmets, proving why item wetness must be versioned.
