Fishing Bait and Hooks
Short answer
Use the appropriate hook/bait combination for the current fishing system; improvised hooks can keep a fresh spawn alive when proper gear is absent.

What to do
Obtain a hook or craft one when possible. Obtain an earthworm or use an item such as a jig where its current behavior allows. Attach the required bait. Fish suitable water.
How it works
Keep hooks, bait and rod logic as separate structured records so later balance updates do not force a rewrite of the whole fishing guide.
