Short answer
Fishing is a repeatable fallback food loop and can be built from improvised components.

What to do
Get a rod or craft a simple rod from a long stick and rope. Get or craft a suitable hook. Add bait where required. Fish suitable water. Prepare and cook the catch.
How it works
Fishing is especially valuable when settlement loot is exhausted. Equipment efficiency and catch behavior were rebalanced in recent updates, so exact probabilities should be versioned separately.
