Cover vs concealment
Short answer
Treat these as different resources. Concealment hides you; cover is intended to stop or meaningfully interrupt incoming fire.

What to do
Before committing to a position, ask what prevents the enemy seeing you and separately what prevents a shot reaching you. Vegetation, darkness and visual clutter can conceal without protecting. Hard terrain and substantial structures can provide better protection, but exact penetration behavior depends on material, angle, weapon and current game mechanics.
